B92 understands that the Stabilization and Association Agreement (SAA) could be initialed next week. At the same time, the European Commission (EC) will publish its annual Euro-integration progress report on Serbia, where Brussels concludes that Serbia is capable of progressing quickly towards the EU, though it also expresses concern over statements from certain officials, bringing further integration into doubt. SAA initialing expected next week EC Director for the Western Balkans Pierre Mirel will present the report next week in Belgrade. Unofficial reports suggest that the most daunting challenges for the government are the Kosovo status settlement process and the situation in Bosnia-Hercegovina, while one of the key commitments is full Hague Tribunal cooperation. In the report, the EC is of the opinion that Kosovo status needs to be settled as soon as possible, while Belgrade was castigated for an alleged absence of constructiveness during the talks process, as well as for calling for a Serb boycott of the Kosovo elections. The biggest criticism was saved for the justice system for its unsatisfactory reforms, along with the fact that several key institutions, such as the Constitutional Court, has still not been established. The EC also drew attention to the high levels of corruption, and the failures in combating organized crime. On the other hand, progress was manifest, the report said, in the field of human rights, notably in Vojvodina. The leadership also received praise for its efforts to accelerate the country’s European integration.
