The Republic of Srpska assembly yesterday rejected the measures instituted by High Representative to Bosnia Miroslav Lajcak. Lajcak's pertain to changing the manner of decision-making in the Bosnian Council of Ministers and parliament, Beta news agency reported from Banja Luka. RS assembly rejects Lajcak measures The declaration reads that, with his decisions of October 19, Lajcak "continues to overstep the authorization given to the high representative in the Dayton and Bonn accords, which do not grant him the authority of a constitutional body." The document further said the imposed Law on the Council of Ministers was not in accordance with the Dayton Agreement and the Bosnian Constitution and that it threatened the constitutional and democratic order of the country, especially the position of RS and its representatives in Bosnia institutions, guaranteed in the constitution. The declaration specifies that the imposed law does not acknowledge the constitutional and legal system in Bosnia, which stipulates that the procedure of election and decision-making in authority institutions guarantees the parity of the two entities, that is, the constitutional nations. The people's assembly called for a continuation of the expert discussion on the imposed law so that it could be amended, warning that the assembly would otherwise initiate proceedings against the Bosnian Constitutional Court to establish the constitutionality of the law.
