Serbia's goal: SAA by end of 2007

She stressed that two key issues were to be discussed at the fourth round of technical talks with the EU, scheduled for July 12 and 13 in Belgrade.

“We have to discuss the formulation of certain chapters of the Stabilization and Association Agreement [SAA] and the liberalization of trade in industrial and agricultural products,” she added.

According to Miščević, an agreement concerning industrial products could be reached quickly, whereas it would take some time to agree on agricultural goods.

Also yesterday, Pierre Mirel, Director for the Western Balkans in the European Commission, said that Serbia would be able to initial the SAA this October or November, adding however that due to procedural reasons, it would not be realistic to expect for the signing to take place by the end of 2007.

In an interview with the state television (RTS), Mirel underscored that the political portion of the agreement might be finalized during the upcoming two rounds of talks in July, adding that agreeing on the trade provisions of the SAA would take longer.

“We hope to finalize the talks at the European Commission level in September. It will take several more weeks to obtain consent from all 27 EU member states,” he said.

“I do believe we will be able to initial the deal at the end of October or in November.”

Mirrel added that the agreement would then have to be translated to all official languages of the EU, and all translations checked for accuracy.

According to him, the complex procedure would not allow for the SAA to be signed before the beginning of 2008.

“Serbia’s Stabilization and Association Agreement will be a sort of a contract with the EU where traders and investors could obtain information as to precise terms of doing business in Serbia,” Mirrel said.
