Ahtisaari preparing proposal

According to Ahtisaari’s office spokesperson Remi Durlo, the Contact Group has encouraged Ahtisaari to begin work on the proposal.

“I do not know whether he has begun to write it, but I know that he has been working on a solution since November of last year and that consultations are ongoing.” Durlo said.

Priština daily Ekspres writes, citing sources close to the Contact Group, that Ahtisaari will present the document to the UN Security Council in November and that the proposal will call for Kosovo independence with a limited amount of sovereignty, along with guarantees for the Serbian minority which will be constantly observed by the EU and NATO.

According to claims, Ahtisaari will state in the document that Serbia lost the right to rule over Kosovo because of historical events, namely the war and the violation of human rights on the territory, and that the UN’s Resolution 1244 does not exclude independence as a possibility.
