Trade union leaders are saying that they were deceived by the government over pension insurance legislation. President of the Association of Free and Independent Trade Unions Ranka Savic said on Wednesday the announcement about the government returning the amendments to the law on pension and disability insurance to the parliament without any changes meant the unions were deceived. Leaders warn that unions were "deceived" Savic told Tanjug the unions' response would be fierce, because the government withdrew the document last Friday, saying that it was willing to discuss any issues, but then suddenly decided to send it back to the parliament unchanged. Deputy Prime Minister Jovan Krkobabic who is in charge of the pension system reform told Tanjug the amendments would be returned to the parliament without any changes. Prime Minister Mirko Cvetkovic stated that the document would be sent back regardless of the unions' objections, and that the government would issue an announcement about it next week. Head of the Confederation of Autonomous Trade Unions of Serbia Ljubisav Orbovic told Tanjug on Wednesday he was surprised by the announcement. "If that happens, the unions will start collecting signatures calling for government resignation, as announced earlier," said Orbovic, who added the government had not invited the unions to discuss potential changes to the amendments. Belgrade daily Danas writes today that the government returned a draft to parliament identical to that one it withdrew last week under pressure from the visiting IMF delegation. The IMF officials decisively ejected any changes to the draft law and insisted that the government send back the draft to the Serbian parliament in the form in which it was withdrawn, writes the newspaper. Trade unions organized a number of protests against the document before it was withdrawn, demanding the introduction of protective mechanisms that would prevent pensions from dropping below the 60 percent of average salaries. Savić told Tanjug the unions' response would be fierce, because the government withdrew the document last Friday, saying that it was willing to discuss any issues, but then suddenly decided to send it back to the parliament unchanged.

Prime Minister Mirko Cvetković stated that the document would be sent back regardless of the unions' objections, and that the government would issue an announcement about it next week.
