Corporate, individual philanthropy hand in hand in flood relief effort

Catalyst continues to publish all available data of both cash and in kind assistance and urges Serbian government as the primary beneficiary of most donations to release information on final beneficiaries and enable a full report for the public on donations for flood relief.

The 132M EUR in cash donations, as of July 1 is counting all of the various sources of funds that have either been committed or have been given to Government of Republic of Serbia. Within that number, we have incorporated the app. 29,09M that is sitting on the government's account. Within our framework, we have categorized that as Mixed/Uncategorized for Type of Donor, because we don't know who the donors are that make up that amount of money.

In the case of foreign governments, we are counting all 'announced' donations, which means both that which has already been transferred and that which has been publicly promised. Another variant with the foreign government is how the money is flowing - in many cases (EU, Norway, US), most of the money is going through implementing partners (international and/or local NGOs and UN agencies). In some cases, foreign governments are giving to Red Cross and in others directly to the Government.

Since the Ministry of Finance has not released the donation-level data yet, we have no way of knowing what payments have actually been made to the government account and what hasn't.

When we have recorded corporate cash donations that have been recorded as being given to the Min Fin, we have subtracted those donations from the government balance in our tracking, so as not to double-count them. Also, EU funds are not being counted within the Ministry of Finance number, but rather actually being managed through SEIO instead.

Once we have this data released from the government, we will be able to more precisely track that information in or infographic. It can also serve as the base from which to track the allocations/spending as we move forward.
