In an interview for Spain's EFE agency, Hoxhaj stated that Kosovo is "a unique case" and should therefore be treated "in line with the special circumstances."

"There is a long list of reasons and circumstances that would make it clear to everyone in Spain why Kosovo is what it is, and why it should be viewed differently," said.

Spain is one of five EU member-countries that have not recognized Kosovo.

Ethnic Albanians in this Serbian province in 2008 unilaterally declared independence. Serbia considers the act a violation of its territorial integrity.
