EU leaders in Brussels agreed to consider all options against Syria and its allies, including Russia, if it continues bombing civilians in Aleppo.

No agreement in EU on new sanctions against Russia

After the first day of the summit, Tusk said that Russia's strategy was to weaken the EU, and added that EU leaders strongly condemning attacks against civilians by the Syrian regime and its allies, led by Russia.

European leaders have called for a permanent ceasefire and are willing to consider "all available options if these crimes continue," AFP agency said.

One of the main causes of internal EU divisions over Russia is of economic nature.

Britain, France and Germany supported the option to consider sanctions against Moscow if the attacks continue.

Because of the already imposed sanction that have damaged the economies of Hungary, Italy and Slovakia, these countries were not ready to support the introduction of more stringent measures.

"We supported the document, which calls for the need for an agreement, a real ceasefire and the process of political transition. But I think there's no point in mentioning sanctions there," said Italian Prime Minister Matteo Renzi.

Swedish Prime Minister Stefan Lofven said that now there is no consensus in the EU on the issue of sanctions now, but it might be an option for the future.
