"This is not the first big crisis for the EU. The economic crisis is still a major challenge. The EU is still evolving, and the way it is dealing with similar challenges shapes the way in which we are evolving and the way in which we will face the future," Davenport said at the panel titled "Improving the European Model of Governnance-Ways Forward“ within the Belgrade Security Forum.

In relation to the refugee crisis, Davenport noted it was clear that there was "still not enough union within the Union".

When it comes to democracy and the respect of human rights, every member and country is developing at a different pace. I think we should be realistic in our approach and ambitious in terms of where we would like to go and clear when we see that someone is departing from the fundamental values, he said.

According to him, human rights are a challenge that the EU is constantly working on, and based on the statistics of studies worldwide, EU members rank well.

Davenoport said that "if euroscepticism means wanting EU institutions to function better, then we're all eurosceptics."

"Research shows that of all 28 member states, according to the human development index, only two members are not among the top 50 countries. And what does this tell us? On one hand that the most objective standards showed good performance of member states in relation to the countries in the world," said Davenport.
