PM Aleksandar Vucic says his government will bear the responsibility unless the first chapter in EU membership negotiations is opened by the end of the year.

PM gives Hahn action plans for chapters 23 and 24
Asked what would happen if no chapter was opened, Vucic said that "Serbia has been very successful in economic reforms," but that "there will be responsibility of the government for its political path."With respect to economic reforms, Vucic said that Serbia will in 2016 "get out of recession," which, he said, will be "a true small economic miracle".
The prime minister added that if the current government does not succeed with its reforms, "another will, I guess."
Vucic said Serbia "does its best" and is doing everything in its power to reach an agreement in the dialogue with Pristina, but added that "an agreement for the first time does not depend only on us."
Johannes Hahn commented on the formation of a community of Serb municipalities in Kosovo to say: "The sooner we begin to negotiate, the sooner we will reach the goal."
Hahn also said it was it was "important to find a common stance" in the talks.
"It is important to have some further steps that would indicate there has been progress, and if that is the case, first chapters in the negotiations with the European Union could be opened this year, and those are chapters 23 and 24."
During a joint press conference Vucic handed over to the EU official action plans of the Serbian government for these two chapters.
