The operational meeting of the Security Council was organized live, although since the beginning of the coronavirus pandemic, Putin has traditionally held such meetings via video conference, with the exception of extremely important Security Council meetings.
In the legislation of the Russian Federation, civil defense is defined as a system of measures for the preparation and protection of the population, material and cultural values from dangers arising from military conflicts, or as a consequence of these conflicts in emergency situations.
The meeting was attended by Minister of Foreign Affairs Sergey Lavrov, Minister of Defense Sergey Shoigu, Deputy President of the Security Council Dmitry Medvedev, Secretary of the Security Council Nikolai Patrushev, Chairperson of the Federation Council Valentina Matviyenko, President of the State Duma Vyacheslav Volodin, Minister of Internal Affairs Vladimir Kolokoltsev, Director of the Federal Security Service Alexander Bortnikov, Director of the Foreign Intelligence Service Sergej Naryshkin, Special Representative of the President for Environmental Protection, Ecology and Transport Sergej Ivanov and Minister of Civil Defense, Emergency Situations and Disaster Management Aleksandr Kurenkov.
