She said this after President Vladimir Putin said that Russia was ready to take military steps.Bearbock said Berlin was "very concerned" about Putin's latest statements, given "further movements of troops on the border" towards Ukraine by Russia.
The minister called on Berlin to take a firmer stance towards Moscow in relation to the previous government of former Chancellor Angela Merkel, and said that "dialogue" is now essential for trying to calm down the "great crisis".
"That is why I have repeatedly emphasized in recent days that we must return to the negotiating table in the Normandy format, grouping Germany, France, Russia and Ukraine, as well as in the NATO-Russia Council," she said.
"Such talks would be aimed at preventing further escalation, because this great crisis we are in can only be resolved through dialogue", she told reporters after talks with her Luxembourg counterpart Jean Asselborn.
In a sharp escalation of rhetoric, Putin warned on Tuesday that Russia was ready to take military steps in response to "hostile" actions by the West in connection with the conflict in Ukraine. He also called for "serious negotiations" on Russia's security demands against the United States and NATO during his first talks with new German Chancellor Olaf Scholz, who in turn called for "de-escalation".
For weeks, Russian President has accused the United States and the NATO-led military alliance of fueling tensions near Moscow's borders, but these were his first comments suggesting a potential conflict.
