The Kremlin has rejected any possibility of Russia's involvement in the attempts to organize any illegal actions in Montenegro.

Kremlin: No involvement in "illegal actions in Montenegro"
"I don’t know if there have been requests via special services but in this case we have no information.""Certainly, we flatly deny the possibility of official involvement in any attempts of organizing any illegal actions," Peskov told reporters, according to TASS.
The agency added in its report that "Montenegro’s Chief Special Prosecutor Milivoje Katnic earlier blamed 'Russian nationalists' for the attempted terrorist attack on the day of parliamentary elections on October 16."
Katnic said that "Russian, Serbian, and Montenegrin" citizens were involved in the alleged plan to assassinate Montenegrin PM Milo Djukanovic, but stressed there was no evidence of involvement of either the Serbian or the Russian state.
