Brazil "forgives" U.S. for spying on president

The White House said in a statement that Biden "congratulated Dilma Rousseff on behalf of President Barack Obama and the two leaders agreed that the U.S. and Brazil should work together in an equal partnership on regional and global issues."

The White House is still trying to improve relations with Rousseff that were damaged after it came to light the U.S. National Security Agency (NSA) was spying on her communications.

The Brazilian president at the time canceled a planned visit to Washington.

Rousseff was elected for a second presidential term in October.
