Russia accused of "fueling war"

The UN Security Council warned of a possible return to full-scale fighting in the east of Ukraine, which is under the control of pro-Russian forces.

The UN secretary-general's assistant for political affairs, Jens Anders Toyberg-Frandzen, said the world organization was deeply concerned about the possibility that the conflict would flare up again.

Ukraine could face months-long catastrophic conflicts, he said and added that the fighting could persist for several years or even decades.

According to Ukrainian Ambassador Yuri Sergeyev, the only reason "open war" has not yet broken out in the east was "Ukraine's restraint."

The Russian side believes otherwise.

"The lack of reaction of the Special Observation Mission of the Organization for Security and Cooperation in Europe (OSCE) to the actions of the Ukrainian armed forces has sped up the conflict," said First Deputy Permanent Representative of Russia in the UN Alexander Pankin.

He added that heavy artillery and tanks were seen near Karlovka in the Donetsk region on November 9, while a day before the Ukrainian army moved into the region of Lugansk rocket systems Grad and Uragan along with tactical missiles Scud.

"Why they did not say anything about these facts?," Pankin asked, and added that "everyone should be clear that the lack of information in the reports of the OSCE creates a false and provocative picture of what has happened in the east of Ukraine."
