Kiev says Russia has "4,000 soldiers" at border

Russian Defense Minister Sergei Shoigu said on Tuesday that the worsening of the situation in Ukraine and increased foreign military presence near Russia's borders had changed the activities of the command of the Southern Military District, and cited as one of the priorities the deployment of "a complete and self-sufficient military group in the Crimean direction."

"In many respects it is associated with the expansion of the District after Crimea joined Russia. In addition, the situation in Ukraine has very much deteriorated and foreign military presence close to our borders has been increased. This state of affairs brought with it certain adjustments in the daily activities of the District Command," said Shoigu.

The Interfax news agency recalled that there were news in July about a gradual strengthening of the military presence of Russia in Crimea, as an increase in the number of coastal and naval units of the Black Sea Fleet was planned.

Extensive Southern and Western Military District drills were carried out in late spring, not far from the Russian-Ukrainian border, when Shoigu said they were directly linked with the crisis in eastern Ukraine, the agency noted.
