EU leaders on Friday threatened severe sanctions against Russia unless that country met four conditions related to the Ukrainian crisis "by Monday."

EU gives Russia by Monday to comply with conditions

The concrete steps expected from Moscow are an agreement on ceasefire monitoring by the Organization for Security and Cooperation in Europe (OSCE), the return of three border crossings that have taken pro-Russian forces to Ukrainian authorities, the release of detained OSCE observers and the start of negotiations on the implementation of a peace plan presented by Ukrainian President Petro Poroshenko.

EU leaders voiced their regret that a ceasefire "between the Ukrainian security forces and pro-Russian forces did not hold and urged both sides to refrain from conflict."

Poroshenko, who was in Brussels on Friday where he signed a free trade agreement with the EU, praised these conclusions.

Russian President Vladimir Putin, meanwhile, said that attempts to impose a choice between Russia and the EU to Ukraine had pushed the country into "a schism."
