Colville added that the probe also showed that most of the victims were executed summarily in two separate incidents - by two pro-government militias from nearby villages. The suffering of civilians in Houla sparked outrage in the international community, which has shifted the responsibility for the tragedy on the regime in Damascus, while Russia said the blame was shared by the regime and the rebels.
