Catherine Ashton, said she regretted the Israeli decision not to extend the moratorium on settlement construction in the West Bank, RIA Novosti reported. "The position of the EU is very clear: settlements are illegal under international law, constitute an obstacle to peace and threaten to make a two-state solution impossible," the European Union's foreign policy chief said in a statement issued late on Monday. EU "regrets" Israeli decision on settlements The 10-month moratorium on building Jewish settlements in the occupied Palestinian territory expired at 00.01 a.m. on Monday. Tel Aviv refused to extend it despite strong international pressure. The Israeli decision could determine the fate of the Arab-Israeli direct peace talks, which resumed on September 2 after a long deadlock. "Both Palestinians and Israelis have an obligation to act in accordance with previous agreements and obligations, including the Roadmap," Ashton said. "There is no alternative to a negotiated solution. Therefore, it is in everybody's interest to find a satisfactory way for the negotiations to continue and gather momentum," she added. Israeli-Palestinian direct peace talks came to a halt in December 2008, when Israel launched an attack on the Gaza Strip in a bid to put an end to the firing of homemade rockets at southern Israel by Palestinian militants based in the enclave. The negotiations resumed in the U.S. on September 2. The Palestinians have cited ongoing Israeli settlement construction in the West Bank and East Jerusalem, both occupied by Israel since the 1967 Arab-Israeli War, as the main obstacle to the peace process.
