EP official critical of "Dayton Bosnia"

EP official critical of "Dayton Bosnia"

The reference to Dayton concerns a peace agreement reached in that U.S. town, ending the 1992-95 war in the former Yugoslav republic and organizing it into two entities: the Serb Republic (RS) and the Muslim-Croat Federation (FBiH).

"It wasn't helpful to Milorad Dodik that he was meeting with Church dignitaries and with Russian officials. That he did not bring him result in the election which is expected," he said of the recently reelected president of the Serb entity, and added:

"Pluralism is entering national pores a little bit. But as long as the Dayton system is such as it is, it will give similar results. Some improvement will take place, but in the end the majority of processes will be made up of recycling, and therefore it must be changed."

Picula, who in the past served as Croatia's foreign minister, now heads the "EP Delegation for relations with Kosovo and Bosnia-Herzegovina."

"We must change the system generally in Bosnia-Herzegovina. Dayton becomes a very serious brake to any initiative that would establish European democracy with a prosperous economy," he said.

According to him, the country should form new authorities as "as soon as possible." Picula recalled that, after the last election in 2010 "nothing happened for 18 months, not even two and a half years after that."

Forming new authorities quickly would now be "an indication that it might be somewhat different, it would be interpreted in Brussels as an encouragement for the EU to engage more decisively, which would happen."

"Bosnia-Herzegovina needs a new constitution, and the initiative should be left to the election winners, while with mediation and good services from broad some problems could be solved," Picula was further quoted as saying, adding that "the winners of the Bosnia-Herzegovina election have no more time and must be quick to show concrete progress."

According to him, as soon as "authorities are elected" Brussels will assist Bosnia-Herzegovina, "send invoices, if need be, with them will come mediators, because the EU is the natural environment for Bosnia-Herzegovina and it is logical to ask for and get help."
