The European Commission (EC) adopted a spring report on Montenegro's progress in the implementation of reforms on Tuesday. It it, the EC recommends opening accession talks with the country. EC recommends opening talks with Montenegro The report concludes that Podgorica has successfully addressed the key priorities set out in 2010 by the EU as a prerequisite to opening accession negotiations, the Radio Television of Montenegro reported. Montenegro has made further progress in the areas of rule of law and fundamental rights, including in the fight against corruption and organized crime, the report reads. EU foreign ministers will discuss the EC's Spring Report on June 26, whereas the European Council will discuss the document on June 29. If the European Council adopts the report, this will practically mean opening accession negotiations with Montenegro. The decision on opening accession talks is made by consensus between the EU Member States. The European Council earlier decided that Montenegro could get a date for the start of the accession negotiations in June 2012 if it fulfills the criteria regarding the rule of law.
