EU Enlargement Commissioner Stefan Fule opened a structured dialog on the work of the judiciary in Bosnia-Herzegovina in Banja Luka, the Serb Republic (RS). Prior to arriving in Banja Luka, Fule told reporters in Sarajevo that the structured dialog on the Bosnia judiciary was part of the Stabilization and Association Process and that its aim was establishing an independent, impartial and efficient judiciary in Bosnia. "Structured dialogue" on Bosnia judiciary launched The opening of the dialog on the work of the Bosnia judiciary, held in Banja Luka in the building of the Administrative Center of RS, is attended by representatives of Bosnia, of both its entities and of the Brcko District. European Commissioner Fule will meet with RS President Milorad Dodik in Banja Luka Monday, after which the two officials should give statements to the media. The dialog is the result of an agreement reached last month between President Dodik and EU High Representative for Foreign Affairs and Security Policy Catherine Ashton. “I think that a referendum (on the Bosnia Court and Prosecutor's Office) for the time being is not necessary,” Dodik said on the occasion as Asthon pledged a “comprehensive overview of the whole judiciary” which would be led by Fule. Before that, due to dissatisfaction with the way the judicial institutions of Bosnia-Herzegovina are led, and particularly because of failures to prosecute war crimes committed against Serbs, Dodik launched an initiative which was ratified by the RS parliament - to call a referendum on the laws imposed by the high representative in Bosnia, particularly on those related to the Bosnia Court and the Prosecutor's Office. The decision on the referendum provoked strong responses from the Bosniak (Muslim) political circles in Sarajevo, but also from the international community, and was soon canceled, following Dodik's meeting with Ashton.
