RS president on possible constitutional changes

RS President Rajko Kuzmanovic said that it is unrealistic to expect any radical changes to be made to the Bosnia-Herzegovina Constitution. “This is an election year, a pre-election campaign, and judging by the approaches of most politicians, it has already started. Every opportunity is being used to promote parties and to, most of the time without argument and with insults, criticize political opponents,” the president of the Serb republic in Bosnia (RS) was quoted as saying. RS president on possible constitutional changes “In such a tense atmosphere and societal conditions, the Constitution should be left for a post-election period, when there will be a better possibility for reaching an agreement,” Kuzmanovic said. He added that the process would be less exposed to party and ideological influence after the elections, which he described as a positive factor for creating constitutional solutions that needed to be based on principles, not on daily political needs. “At the same time, we are aware of the decision of the European Court for Human Rights in the Sejdic and Finci vs. Bosnia-Herzegovina case, which was related to the inability of citizens who are not members of the constitution peoples stand in elections for the presidency, or the Bosnian House of Peoples,” he said. Kuzmanovic said that RS is ready to talk about harmonizing the Constitution – when it comes to the European court's ruling even before the elections, scheduled for October. He said that the other Bosnian entity – the Muslim-Croat Federation – was trying to use a chance to increase its demands for constitutional changes, "which is absolutely unnecessary in the context of the European court’s decision". Kuzmanovic stated that he expects that Bosnian citizens will be on the EU white Schengen visa list by the middle of the year, "because the country has fulfilled all conditions of on the road map for visa liberalization". “I honestly hope that this is how it will be. It is not right for the citizens of Bosnia to be collateral damage to the various problems that the European Union has with asylum-seekers from other countries and to have that problem affect the abolition of visas for Bosnia's citizens,” Kuzmanovic concluded.
