The signatories of the CEFTA agreement say that all the indicators concerning its application point to increased trade between the countries in question. The participants at a meeting in Podgorica underlined that “the concrete problems with application of the agreement are of a narrowly technical nature,” and were related to insufficient knowledge of the rules on the origin of goods, which is the jurisdiction of customs administrations. Serbian Customs Deputy Chief Tihomir Bogicevic said that CEFTA “was functionally well essentially,” and that the CEFTA countries’ customs administrations were endeavoring to acquaint businessmen with the application of the rules on the origin of goods, as these rules featured highly among the problems highlighted. Montenegrin Deputy Economic Development Minister Ljiljana Filipovic said that import was “much bigger” than export in Montenegro and the CEFTA signatories’ foreign trade balances, a consequence of poor knowledge of the aforesaid rules on the part of businessmen. She said that the trade balance between Montenegro and CEFTA countries had increased from 35 to 38 percent since 2006. Croatian Deputy Customs Chief Zorica Kucic-Vitaljic said that CEFTA facilitated trade and established free trade zones, adding that “the most important thing is to prepare for single application of EU regulations and the combined nomenclature of customs tariffs.”
