EU Commissioner Johannes Hahn believes Serbia will next year open more negotiation chapters in its EU accession talks than it did in 2016.

The EU has 28 member states - there are always discussions about the opening of chapters and some decisions take time, Hahn said, adding that he was certain the fact Chapter 26 had not been opened would not affect the negotiation process.

Following the opening of Chapters 5 and 25 with Serbia, further accession conferences will be planned "to take the process forward in the first half of 2017," the European Council announced.

"On the understanding that Serbia has to continue to make progress in the alignment with and implementation of the acquis in Chapter 5 - Public procurement, the EU noted that there are benchmarks that need to be met for provisional closure of this chapter", including putting in place "adequate administrative and institutional capacity at all levels" and taking "appropriate measures to ensure the proper implementation and enforcement of national legislation."

Regarding Chapter 25 - Science and Research, the EU considered that "benchmarks for the provisional closure of this chapter were not required, given the general good level of Serbia's state of preparedness."
