Busije is a predominantly refugee settlement in Belgrade's Zemun municipality where Serbia on Thursday staged a state event commemorating the victims of Croatia's Operation Storm.

The commissioner also said there were now 112 people left in the country's collective centers for refugees (from Yugoslav wars) and that they will be resettled by the end of the year.

Cucic noted that Serbia had 700 collective centers filled to capacity during the 1990s, but that most refugees have since been provided with housing, with the centers shutting down.

He remarked that those Serbs driven out of their homes in Croatia are still waiting to be reinstated with their tenant's rights, have their farming land returned, receive their pensions.

"Croatia was the biggest loser in that war. Anyone who goes to showdowns with their own citizens in such a way, is left with empty land. Krajina is today empty," Cucic told Serbia's state broadcaster RTS, referring to the region of Croatia inhabited by ethnic Serbs that came under attack during Operation Storm.

The commissioner said that more than 2,000 people were killed during the 1995 Croatian military-police operation, while 800 are still listed as missing - and that only one person has been convicted of a crime related to the offensive. He also described as "incomprehensible" the recent "acquittal" of Branimir Glavas.

"I do not know why Croatia would not do what Serbia has done, and convict criminals. You cannot raise your children by teaching them to yell, 'Za dom spremni'," Cucic said, referring to the greeting ("For home ready") of the Ustasha regime in the WW2 Nazi-allied Independent State of Croatia (NDH).
