Scott studied the German language and literature, and also learned Russian, to then embark on studies of international business and finance.

After joining the U.S. State Department he was first in charge of Croatia, Israel and Switzerland issues, to in 1994 briefly leave diplomacy and deal with national security at Stanford University's Hoover Institute.

He returned two years later and was appointed as political adviser at the U.S. embassy in Moscow. In 1999 he was appointed to the same post in Budapest, Hungary.

Scott moved to Brussels in 2003 where he worked as political representative of the U.S. mission to the EU, and in 2005 became deputy chief of the U.S. Mission to the OSCE in Vienna.

This was followed by a return to Washington in 2009 when he was appointed as director of the Office for Relations with Russia, within which the United States and Russia negotiated Iran-related issues. From 2011 Scott served as consul-general in Milan, Italy.

Three years later he was appointed as senior associate of the German Marshall Fund. His biography indicates that he speaks "Russian, German, Italian, Croatian, Hungarian, and French."
