According to German Chancellor Angela Merkel, Europe is a continent of solidarity and all countries that participated in the summit have expressed their willingness to humanely receive refugees and have agreed to open 100,000 new places for their reception.
The action plan does not mention Hungary in any of the points, which confirms announcements made ahead of the summit that Hungarian Prime Minister Viktor Orban was only present as an observer and did not participate. It was explained that Hungary is no longer on the West Balkan route of refugees after building fences along its borders.
