FM: Russia has not submitted its draft to UN

Serbian Deputy PM and Foreign Minister Ivica Dacic said on Tuesday that Russia has not submitted its draft resolution on Bosnia-Herzegovina to the UN.

Dacic told the N1 broadcaster said that the discussion should last three hours "and then all will be known."

When it comes to the Russian veto, Dacic explained that Serbia presented "a clear position that was against the attempts to cause new divisions."

"The president of the Republic addressed all heads of UNSC member-states and urged them not to adopt this resolution. Letters have been sent to all heads of state, including (British) Queen Elizabeth. In protocol terms the president did the right thing, of course, the queen will not decide on these matters, the government will. I cannot speak and present my assumptions about the veto," Dacic said.

He added that he believed the Security Council members "understand that reconciliation cannot be achieved through new divisions."

"I expect that all countries that participated in the Dayton Agreement will show a high level of responsibility towards the situation in Bosnia-Herzegovina, and that means not to make any decisions that could destabilize the situation there," said Dacic.

He also stressed Serbia "really has invested a lot invested in reconciliation with Bosnia-Herzegovina."

"I spoke several times with Bakir Izetbegovic and together we concluded that these dates are awkward because such things usually do not contribute to reconciliation," Dacic said.

Serbia and the Serbian people, from the historical point of view, do not deserve to be the only ones, beside Rwanda, marked as perpetrators of genocide, said Dacic, adding that based on the British resolution, when it comes to political consequences, "someone might challenge the legitimacy of the Serb Republic (RS)" - the Serb entity in Bosnia.

"That is why the approach is important, first there must be balanced talk about all the victims on all sides in Bosnia-Herzegovina. Politicians come and go, but the RS is a historical creation of the Dayton Agreement," he said.

This peace agreement - that ended the war in Bosnia - "was proposed by the big powers," Dacic noted, and added:

"It was not accepted with enthusiasm either by Milosevic or by the RS president. Politicians can come and go, can like or dislike each other, but Serbia and the RS, which is an integral part of Bosnia-Herzegovina, are forever and there is no chance for anyone to jeopardize that."

According to Dacic, Serbia never dealt either with establishing or denying that a crime took place in Srebrenica - "but this is about whether the war in Bosnia-Herzegovina and genocide in general can be reduced to a single event."

Serbia, he pointed out, is the only country in the region that condemned the crime in Srebrenica and prosecuted those suspected of involvement in the crime, adding there were "interests" behind the insistence on the resolution.

"If out of all the cases of the crime of genocide that took place in the 20th century, we pass resolutions only on Rwanda and Srebrenica - it is obvious that some countries are seeking space to settle accounts with some other countries. Great Britain has large interests in the Islamic world and thinks that, since it has taken part in many campaigns in these countries, it will be the easiest to in this way settle the account toward a small country such as Bosnia-Herzegovina," Dacic has been quoted as saying.

According to him, "it must not be forgotten that Great Britain is a strong power with which Serbia has good relations - but we cannot be silent on the fact the British resolution was concealed from us and was not prepared with us."
