Liaison officer explains he won't be "ambassador"

BELGRADE On June 17, Belgrade and Pristina will only exchange officers, who will not have any diplomatic status, protocol or immunity and will not receive accreditation. In its report on Tuesday, the Belgrade-based daily Vecernje Novosti further quotes Belgrade's liaison officer Dejan Pavicevic as saying that "during the latest round of Brussels talks held on Friday, Pristina gave up on its request to open special offices with teams, modeled on embassies." Liaison officer explains he won't be "ambassador" Pavicevic added that this way conditions have been created for him to start working in Pristina and for Pristina's representative Lulzim Peci to start working in Belgrade. "As liaison officers, we will not have any diplomatic status or immunity, we will not take office based on an agrément, and we will not have any diplomatic protocol, but we will have police protection, which is quite normal bearing in mind the specific relations between Serbs and Albanians," Pavicevic noted. Commenting on Edita Tahiri's statement that "an ambassador of the Republic of Kosovo" will start operating in Belgrade, Pavicevic said, "I could call myself 'the Queen of England' - but I am not one." Liaison officers will not have any features or diplomatic authorities which ambassadors have according to the Vienna Convention. Their main task this year will be to monitor the implementation of the Brussels agreement reached by Ivica Dacic and Hashim Thaci, Pavicevic said. "We will expedite the Belgrade-Pristina communication, and not all agreements will be made with a lot of intermediaries as it has been the case so far. When two sides have a dispute, it will be possible to react quickly and operatively, without scheduling special meetings in Brussels," he added. Pavićević added that this way conditions have been created for him to start working in Priština and for Priština's representative Lulzim Peci to start working in Belgrade.

"As liaison officers, we will not have any diplomatic status or immunity, we will not take office based on an agrément, and we will not have any diplomatic protocol, but we will have police protection, which is quite normal bearing in mind the specific relations between Serbs and Albanians," Pavićević noted.
