BELGRADE Serbian Prime Minister Ivica Dacic has been quoted as saying that the state platform on Kosovo and Metohija comprised three documents. They include principles for negotiations, proposals on what the autonomy would look like, and an analysis of Serbia's international position, he revealed, and explained that only the principles for negotiations would go before parliament. PM: Kosovo platform made up of "three documents" "The principles for negotiations are the first and foremost document, which will be adopted as a resolution. We are working on it together, but the government will propose it," Dacic told the New Year issue of Belgrade-based daily Blic. "The second (document) is a proposal of how the autonomy will look like, prepared by President Nikolic's office, and the third is an analysis of Serbia's international position. All this is part of the platform on Kosovo and Metohija," he said. As the prime minister put it, "it was agreed from the very beginning that only the principles for negotiations will be put before the parliament, and the concrete autonomy proposal is not intended for adoption in arliament." "This will be incorporated into a law on the substantial autonomy of Kosovo and then adopted in the parliament at the end of negotiations and what we achieve," Dacic stressed. He added that the resolution, that is the basic principles for negotiations, "has several basic items: there is no recognition of Kosovo; the status of the Serb community in Kosovo and Metohija is the focus; the process should be accompanied by progress in the EU integration; obligation to respect the agreements reached and striving for a comprehensive solution." "The resolution should be put before the parliament on January 11. We will not deviate from these basic principles while negotiating. Of course that in these talks Serbia will be able to present its views on an interim solution that does not include the final solution for the status of Kosovo and Metohija," Dacic concluded.
