Serbia to get EU talks date “in summer of 2013”

BRUSSELS The European Council welcomes the progress achieved in the Belgrade-Pristina dialogue, says a document that the EU foreign ministers should adopt next week. However, Serbia will get a date for the beginning of EU accession negotiations only after next steps in the dialogue are made, Tanjug has learnt. Serbia to get EU talks date “in summer of 2013” According to draft conclusions, the Council will assess progress made in the dialogue in the spring of 2013, with prospects to open accession negotiations in June if all issues are being resolved in a satisfactory way. However, the Council will not set a date for the beginning of talks without further progress in the dialogue and full implementation of the existing agreements. With regard to conditions for granting a date for the beginning of negotiations, the Council reminds the European Commission that it is invited to make a report as soon as it estimates that Serbia has made the expected level of compliance with the membership criteria, the document reads. Among the conditions that the Council defined last year and then confirmed in March this year, the document addresses visible and sustainable progress in relations with Kosovo, implementation of all agreements, progress in finding a solution for telecommunication and full cooperation with EULEX. The draft conclusions also points out the necessity of Belgrade's full cooperation with EULEX' special team investigating the allegations of CoE Rapporteur Dick Marty on illicit trafficking in human organs during and after armed conflicts in Kosovo. Diplomatic sources from Brussels, who confirmed the authenticity of this document, stressed that this was not the final version of the conclusions. “The draft should first be seen by the European Council on Monday and Tuesday, after which heads of state and government will consider it at an EU summit in Brussels on December 13 and 14,” a European diplomat who wanted to stay anonymous told Tanjug. According to draft conclusions, the Council will assess progress made in the dialogue in the spring of 2013, with prospects to open accession negotiations in June if all issues are being resolved in a satisfactory way.

However, the Council will not set a date for the beginning of talks without further progress in the dialogue and full implementation of the existing agreements.

With regard to conditions for granting a date for the beginning of negotiations, the Council reminds the European Commission that it is invited to make a report as soon as it estimates that Serbia has made the expected level of compliance with the membership criteria, the document reads.
