PODGORICA Serbia’s President Tomislav Nikolic will not attend a summit of regional heads of state in Budva on December 4, Podgorica-based daily Dan has reported. According to the daily, Nikolic has decided not to come to the summit because of the acquittal of former commander of the so-called Kosovo Liberation Army (KLA) Ramush Haradinaj.
