Kosovo and international institutions plan to make Kosovo a completely independent state in September but without a solution for the north, Koha Ditore writes. The Pristina-based Albanian language daily writes that Kosovo and the international institutions have no solution for northern Kosovska Mitrovica and other three northern Kosovo municipalities populated mainly by Serbs.
