Borislav Stefanovic says that the September 2 talks in Brussels had only discussed the customs stamp and the supporting documents. The issue of administrative crossings had not even been touched on, which means that EULEX will be responsible for any possible assistance in Pristina's announced unilateral actions, Belgrade's lead negotiator in the Kosovo talks said late on Thursday. Belgrade has plan, says Kosovo negotiator "We sent the text of the agreement from Brussels to media today that makes it clear the talks only saw a discussion on the stamp and supporting documentation, to reach an agreement on normal movement of goods in line with the relevant UNMIK regulation, UNSC Resolution 1244 and the CEFTA rules," Stefanovic told Tanjug. He said that it was clear from the documents that that the administrative crossings had not been discussed at all. He added that media were also sent the six-point plan by UN Secretary-General Ban Ki-moon that had been adopted by the UN Security Council - a deal that saw Serbia allow deployemnt of EULEX in the province in late 2008. "What we now see is Pristina's attempt at a unilateral action that violates the established international rules for the functioning of Gates 1 and 31," Stefanovic said, in reference to Brnjak and Jarinje. He stressed that "everyone should know that neither Serbia nor its citizens would resort to violent acts and that they would defend their legitimate national interests in a calm and dignified manner, doing so with the aim of getting an opportunity to reach an agreement regulating the Jarinje and Brnjak crossings". Stefanovic also asserted that the country "had a plan" in case the Kosovo Albanian authorities pursue their own plan to impose their police and customs at the checkpoints in the Serb north. "The entire state apparatus is involved in the activity attempting to preempt the development announced from Pristina. We still do not have full confirmation that this will happen tomorrow, but if it does, we have elaborated a plan," said he. Stefanovic explained that in this plan, "peaceful reaction" will play a significant role, along with "diplomatic, legal, and political means, at the same time preserving civil resistance and disobedience within a peaceful framework."
