A reduction in the number of parliament members would result in less seats for minorities, it was heard in Belgrade on Wednesday. Members of the minorities club within the parliament Balint Pastor and Riza Halimi spoke at a roundtable entitled Change of Election Law and Draft Amendments to the Constitution, which was organized by Tanjug, and agreed that a smaller parliament would cause some minorities to lose all of their seats. Pastor and Omerovic think that Serbia should be defined as a state of all its citizens. The Constitution also needs to be amended when it comes to the Autonomus Province of Vojvodina and its jurisdiction, Pastor stated. The article that defines how laws should be brought in line with the Constitution also needs attention, while the section about MPs' blank resignations is "odd," he added. The Constitution does not require amendments to end the practice of blank resignations, Pastor argued. The SVM will not raise the issue of the preamble, which states that Kosovo is a part of Serbia, said Pastor, but added that was not how such an issue should be addressed. Omerovic feels that blank resignations have to be banned if any changes to the Constitution are made, but believes that a smaller parliament would not result in any savings. According to Omerovic, amending the Constitution is an impossible mission, because parties have such huge differences between each other. Halimi, who represents the Coalition of the Presevo Valley Albanians, said that minority rights and representation should be observed if there are going to be any changes to the election legislation or the Constitution.
