The best case scenario for Serbia in 2011 could be to become official candidate for EU membership, says an article published on the website waz.euobserver.com. The internet page also says that it is unrealistic that the starting date for the talks on this subject will be established then. "EU candidate perhaps in 2011" Deutsche Welle reports that the analysis states that Serbia could get the candidate status by the end of 2011 if Hague indictee Ratko Mladic is arrested. However, it adds that the potential failure of Belgrade to become a candidate, and the deterioration of the standard of living in 2011, "could create new tensions in the relationship with Kosovo before the Serbian parliamentary elections", that are likely to take place in the spring of 2012. The article goes on to say that "Kosovo will begin the dialogue with Serbia", and that this will not change anything. "Faced with increasing difficulties at home, corruption and organized crime, Kosovo is not advancing towards the EU, and none of the five EU members which do not recognize its independence will change their position in 2011," wrote the website.
