Today's session of Serbia's parliament saw a heated debate over an item not on the agenda - the efficiency of the state assistance for earthquake-hit Kraljevo. Opposition NS party leader and MP Velimir Ilic criticized Minister Milan Matkovic, who has been appointed as coordinator of the relief and rebuilding effort. People are sleeping in tents, it's snowing, and alloyou do these days is put together minutes and allegedly, will put up prefab homes any day now," Ilic addressed Markovic. "So what stopped you from putting up prefabs by now? How much time did you have? How much money did you have on the account, that Serbia, not you, donated to Kraljevo? It is you, the government, who profited, you took more VAT (from text messages) than you have invested in Kraljevo so far. How can it be that schools are not open, how can in be that you failed to have then repaired them by now," Ilic asked. Markovic responded by saying that "there are procedures". "This can't be done gang-ho. I can't just show up - the earthquake was today - tomorrow we build houses. There are procedures that must be observed. There's something known as engineering, that is civil engineering expertise. They must determine the damage done to 16,000 structures, designes must be produced, projects. I'm a legal expert, I don't know about that, but that issue is there, believe me," said the minister. "In other words, all in good time. There are procedures for everything. I am ready to take any responsibility, Mr. Ilic," was Markovic's response.
