UN encourages Belgrade-Priština dialogue

UN secretary-general's envoy in Kosovo Lamberto Zannier on Tuesday called on Belgrade and Pristina to start a dialogue. Presenting the new Kosovo report on the activities of the UN mission in the province, UNMIK, Zannier addressed the UN Security Council on Tuesday in New York and appealed to both sides to cooperate and demonstrate understanding in order for the dialogue not have consequences on Kosovo's stability. UN encourages Belgrade-Pristina dialogue "A future dialogue between Belgrade and Pristina would be very important for further development of the situation in Kosovo," said Zannier in his quarterly report. Zannier also said that "although visible, the progress in Kosovo was too slow", underscoring that the mandates of UNMIK and EULEX in Kosovo remain the same after the International Court of Justice's advisory opinion. In his report, Zannier also pointed out the everyday problems that the population in Kosovo faced, adding that UNMIK will dedicate its mandate to encouraging a dialogue between the two sides, tension reduction and establishment of peace and stability. Kosovo Albanian government Foreign Minister Skender Hyseni stated at the United Nations Security Council session late on Tuesday that following the International Court of Justice's opinion, "it is time to replace Resolution 1244 with a new one which would reflect the reality of independent Kosovo". He said that Kosovo's aim was "to become a member of the United Nations soon", and that this was a "matural process after the ICJ's decision". The top UN court said in late July that the Kosovo Albanian unilateral declaration of independence, rejected by Serbia, did not violate international law, since no active provision in it prohibited it. The court did not rule on the right to secession or self-determination. "We welcome the court's opinion, which shows that Kosovo is a special case, sui generis. The future of both Kosovo and Serbia is in the European Union and NATO, and that is why we have to have good neighborly relations," said Hyseni. He criticized the authorities in Belgrade for helping what he referred to as "the criminal Serbian para-authorities in Kosovo". Hyseni took part in the UN Security Council session in capacity of a guest.
