A spokeswoman for the EU special representative in Kosovo said on Wednesday that there were agreed principles on visits, between Belgrade, EU and Pristina. The comments came as Minister for Kosovo Goran Bogdanovic was prevented from visiting a Serb enclave in the south of the province, with breach of procedures cited as the reason for the ban. The newspaper, however, turned to its unnamed high EU diplomatic sources, who confirmed that there was an agreement between Belgrade, Pristina and the EU on the procedure for Serbian officials' visits to Kosovo, but that it was not made public. The sources explained that it is “some sort of tacit consent which represents a political compromise for this sensitive issue for Belgrade and Pristina”. The procedure reportedly has Serbian authorities submit information about a planned visit to the EU high representative for security and foreign policy’s special representative in Belgrade, who then forwards it to the EU office in Pristina, headed by Pieter Feith. Feith is also holds the position of international civilian representative. According to this, Feith’s office then submits the request to the Kosovo authorities. The daily writes that diplomatic circles in Pristina think that it currently suits Belgrade to “pretend that the agreement does not exists”, while Kosovo Albanian officials are “in public referring to Feith’s ICO function, which is tasked with implement Martti Ahtisaari’s plan”. In Belgrade, Bogdanovic insists that Serbian officials are submitting requests for visits to Kosovo only to EULEX through the EU Special Representative Peter Sorensen. The minister explained that Belgrade submitted more than 20 requests in the past year and that only two were approved – “for Vidovdan 2009”, and for President Tadic’s last visit to the Visoki Decani monastery during Christmas.
