Sejdiu took the decision on the basis of his constitutional powers, following a series of consultations with political parties, both in power and opposition. The elections should see the election of local authorities in the five new municipalities with a Serb majority, as part of the decentralization foreseen in the Ahtisaari plan. The opposition had wanted elections to be held in October.
