PACE praises Serbia's progress

The Parliamentary Assembly of the Council of Europe (PACE) on April 28 praised the significant progress Serbia has made since accession to the council.

The Parliamentary Assembly of the Council of Europe (PACE) on April 28 praised the significant progress Serbia has made since accession to the council. It called for the continuation of reforms for the purpose of developing democratic institutions, respecting human rights, establishing the rule of law, and finalizing cooperation with the Hague tribunal. PACE praises Serbia's progress This resolution received the votes of 109 of the 110 representatives attending the session in Strasbourg, with one vote against. The resolution was adopted with regards to the amendments proposed by the Serbian delegation, referring to the amendment on cooperation with Kosovo institutions and a section of the resolution related to opposition obstruction in the Serbian parliament. Members of the Serbian delegation in the Parliamentary Assembly welcomed the report in principle, but highlighted the controversial phrasing of the amendment to the draft resolution regarding cooperation with Kosovo institutions. Delegation member Milos Aligrudic said that the amendment proposed that Serbia cooperate "with the authorized bodies in Kosovo, including EULEX," which could be interpreted as a call for cooperation with Kosovo's interim institutions. The delegation also requested that the part of the resolution criticizing the opposition for obstructing the Serbian parliament's work be phrased more specifically, so as not to refer to the entire opposition but only to a portion of it. Council of Europe rapporteurs for Serbia Andreas Gross and Charles Goerens, presenting their report on Serbia, said it is necessary to take into account the special circumstances Serbia has been in over the past 10 years, adding that they wanted the monitoring procedure for Serbia to wrap up as soon as possible. Goerens said this would be possible if a plan for fulfilling the remaining obligations was made with the Serbian authorities. In the debate that followed, the representatives of caucuses in the Parliamentary Assembly hailed the report on Serbia and Belgrade's decision to defend its stand on Kosovo in a peaceful and democratic manner. They also emphasized the necessity of Serbia completing its cooperation with the Hague tribunal.
