Transparency Serbia has advised the government to adopt sub-legal acts for the application of the new public purchasing law as soon as possible. “The legal time frame for adopting these acts expires in June, but we believe that it should be done as soon as possible,“ reads a statement from the NGO. NGO calls for urgency in public purchasing reform What is particularly important, says Transparency, is the adoption of the new forms for reporting on public purchases, which are submitted to the Public Purchasing Department every three months, as well as of an act governing purchases of between EUR 3,000 and EUR 30,000 in accordance with the provisions of the new law. The NGO adds that changes are necessary to decrees that denote purchases for the security services (BIA) as confidential, something that runs counter to to the public purchasing law. Transparency warns that any contract on public purchasing concluded after January 6, 2008, when application of the new law began, can be queried.
