Local elections will be held in Kosovo at the end of October or early November this year, Pristina media report. The greatest obstacle to the vote, local newspapers say, is the lack of a functioning Central Electoral Commission. The daily adds that the biggest obstacle to the elections could be the misfiring electoral commission, particularly its secretariat. “It is still unclear when and how this obstacle will be negotiated, or when the Commission Secretariat will begin working as it should,“ Zeri states. Until recently, the province’s ruling party, Hashim Thaci’s Democratic Party, did not even have its own representative in the commission. The body functioned badly before, and now the opposition claims that it is still failing to perform its duties, even after the appointment of a member from Thaci’s party. Local elections are due to be called by the provincial President Fatmir Sejdiu. The mandate of local authorities in Kosovo expires this year, and the Local Self-Government Ministry envisages the ballot being held in November.
