The government has proposed that, should Goran Hadzic be caught first, Ratko Mladic’s arrest would no longer be a condition for unfreezing the SAA. The government’s proposal to the EU was revealed by daily Vecernje Novosti. “Hadzic instead of Mladic for SAA?” The newspaper’s sources claim negotiations were conducted with some EU members to unfreeze the Stabilization and Association Agreement (SAA) with Serbia in the event of Hadzic’s extradition to the Hague, but the negotiations have not yet reached a conclusion. According to Vecernje Novosti, Serbian officials have attempted, through EU states sympathetic to Serbia, to engineer unfreezing of the SAA, but those EU partners have not managed to convince the Netherlands to back down. Sources say that the Netherlands’ view is that Hadzic’s arrest would not be sufficient, and it will not back down until Mladic is extradited. Responding to whether the negotiations meant the Serbian Security Forces were closer to arresting Hadzic than Mladic, Vecernje Novosti’s sources said that was not the case.
