Parliamentary officials are expected to receive the 2009 draft budget today after it was adopted by the government on Saturday. Since the parliamentary debate on a set of judicial laws has yet to finish, Speaker Slavica Djukic-Dejanovic told B92 that there was no way that a session for the budget debate could take place before Friday. Budget debate not before Friday She said that consultations would be held with party whips in order to speed up parliament’s work and adopt the budget by the end of the year. "My proposal will be to reach an agreement for effective work. We will succeed, and I am sure we will find a way to adopt the budget by the end of the year," Ðukic-Dejanovic said. "Formally speaking, the law will be submitted via urgent procedure and could, once it reaches parliament, be scheduled within 24 hours. Obviously, this would be irresponsible, as MPs need to see the text and make their own comments," the speaker said. She said that the difficult economic situation meant that a great deal of work had gone into the budget proposal, or, as she put it, the "big book". The draft budget, which has been printed and distributed among MPs, is 884 pages long. She said that the initiative for a vote of no confidence submitted by the opposition could be debated at the same session as the budget, or separately. "We have two possibilities. One is to have the budget and no confidence issues debated at the same time, and the other is for the sessions to be separate. In my opinion, they are complementary matters, and there is nothing wrong with having both of them on the agenda at the same time, but MPs will ultimately be the one to decide on that," she said. "It is my job to try and reach an agreement with party whips to work efficiently, and to adopt the budget by a reasonable deadline, which is December 30," the speaker explained.
