Socialist Party of Serbia (SPS) leader Ivica Dacic says that the EU Mission in Kosovo could be acceptable only under a UN SC mandate. Dacic said that one of the conditions for accepting the EULEX mission was that it did not implement the Ahtisaari plan. Dacic: EULEX only with UN SC mandate “We are consulting the Russian Federation and the EU regarding the issue,” the interior minister said. Speaking to state broadcaster RTS, he said that his earlier comment that Kosovo needed to be defended by any means necessary, “including armed force if needed,” had meant that Serbia could not calmly stand by and observe attacks on Kosovo Serbs, and that the “world had to be shown this.” According to Novi Sad daily Dnevnik, the EULEX mission will be deployed in Kosovo, with UN Security Council blessing. The daily, quoting sources close to Brussels, writes that a formula for EULEX’s presence in Kosovo with the UN Security Council’s approval will be found in November or December. The daily writes that the EU Council’s Director for the Western Balkans Stefan Lehne will discuss the details of the document to be sent to New York on Friday in Belgrade. "The Serbian side needs to precisely formulate its three demands,” the daily’s sources say. The idea is not that the UN Security Council should adopt a new resolution, but for the decision to take the form of an announcement by the body’s chairman that will be drawn up by the UN Security Council’s member-states, the daily writes. Ivica Dacic (Beta, archive) Fried: EULEX for supervised independence EULEX deployment in Kosovo is the “key element for supervised independence,” says U.S. Under Secretary of State for Political Affairs Daniel Fried. Looking back at yesterday’s signing of the agreement with the European Union on the participation of 80 U.S. police officers, eight judges and prosecutors in the EULEX Mission, Fried said that the agreement “proves the common European and American desire to keep working on Kosovo’s progress together.” "EULEX deployment throughout Kosovo will be a key element for the supervised independence of the new country, and it will help Kosovo’s citizens and contribute to stability in Kosovo, and the entire region as well,” the U.S. official said, after signing the agreement negotiated with EU High Representative for Common Foreign and Security Policy Javier Solana. Fried added that the U.S. supported Kosovo’s progress in creating a stable, democratic, pro-European multi-ethnic state, adding that the United States also supported Serbia’s European future. "I am very satisfied with the work of the EU and the U.S., NATO is still in Kosovo and, overall, this is an example of cooperation for peace and stability in this state and in the Balkan region,” he underlined.
