Serbia's principle ally in a bid to defend her sovereignty and territorial integrity is Spain, Novi Sad's daily Dnevnik writes today. The newspaper is quoting diplomatic sources in Brussels to say that in the past six months, Madrid has actively explained to its partners in Latin America, Africa and the Middle East why the unilaterally declared independence of Kosovo should not be recognized until an agreement is reached with Serbia, or until this decision is legitimized with a United Nations resolution. "Spain, Serbia's chief Kosovo ally" Dnevnik's reporter, who has seen the guidelines the Spanish government has given to its diplomats defending this country's position on Kosovo, says they include several facts, such as that Kosovo was never a republic in the former Yugoslavia, but a province of the Republic of Serbia. The guidelines also say that UN resolutions clearly confirm Serbia's sovereignty over Kosovo, and that "Serbia's partition did not come through agreement or an arrangement, which is allowed under international law, nor is the declared independence legitimized by a UN resolution". Spanish diplomats are saying that legal arguments are not the only reason their country cannot recognize Kosovo, the daily writes. Another is that establishment of ethnically pure states is in contravention to their key principles.
