A promise made by the UN and EU that EULEX will be deployed by October likely won't come true, a report suggests. The Albanian language daily Express, published in Pristina, writes that "although UN Secretary-General Ban Ki-moon on June 26 approved UNMIK's reconfiguration to start, and although a draft on concrete steps to be undertaken to this end has been made, the reconfiguration process won't start until after a UN Security Council session scheduled for July 25". Report: EULEX to miss October deadline The newspaper quotes "reliable sources" as saying that a transfer of powers between UNMIK and EULEX will be preceded by "a memorandum of understanding between the UN and EU". According to this report, the signing of this document was scheduled for early July, but did not take place. So far, some 300 EULEX members have been deployed in Kosovo. Once the memorandum is signed, Express says, a further 100 mission members are planned to deploy each week, so that their numbers reach 1,900 by mid-October. At the same time, Belgrade, that previously dubbed the presence of EULEX in Kosovo illegal, "is demanding that the EU mission deployment does not commence until the UN General Assembly considers Serbia's proposal to have the Kosovo independence decision's legality appraised", as well as the recognitions of the Kosovo Albanians' declaration by a number of countries. The newspaper says that the western European circles think that such plans and demands from Belgrade are "futile", since "recognition of independence is an internal matter for each sovereign country". Yesterday, the same daily said that an UNMIK restructuring proposal "is ready". Lamberto Zannier, who has recently taken over as the UN mission's chief in the province, will send to the United Nations in New York on Monday a proposal on reorganization prepared by the head of the working group for UNMIK, the report said. The article added that the implementation of the plan would be gradual and would end by the end of October. The final goal of the reorganization is the opening of an UN office that would report on the situation in the province, the daily said. However, the realization of the plan on UNMIK's reorganization will depend on the stand of the Kosovo Serbs, especially in the northern parts of Kosovo, according to this.
