UNMIK spokesman Alexander Ivanko says that the UN mission has still not received instructions from headquarters in New York for a transfer of powers to EULEX. Ivanko added that UNMIK and EULEX were separate missions in Kosovo. UNMIK: No transfer of powers yet “The future role of the UN and EU missions in Kosovo is the subject of the ongoing talks between the UN and EU,” said Ivanko. The spokesman added that UNMIK had “not received any instructions to transfer powers to EULEX,” though the two missions were liaising. EULEX officials in Pristina have admitted that there are obstacles to establishing their mission in the province by June 15, writes Pristina daily Zeri. “Complete establishment of the EULEX mission by June 15 will be difficult to achieve, because of problems on the ground. Nevertheless, the mission is being built, and its establishment is continuing,” says a EULEX spokeswoman. Meanwhile, the Office of the International Civilian Representative (ICO), also led by the EU, says that it is not having the same problems as EULEX. “That office has already established the complete necessary infrastructure in Kosovo,” says an ICO spokesman. Yesterday’s comments by EU officials concerning delays and difficulties in establishing the EULEX mission is one of the main themes in the Pristina press today. Koha Ditore reports statements from diplomats in Brussels who speak of “political and legal problems.” “Certain EU member-states that have not recognized Kosovo are now in two minds over earlier promises that they would not block the EU’s engagement in Kosovo,” say unnamed diplomatic sources in Brussels. The daily states that the same sources “are refusing to send their people to the EU mission in Kosovo until a solution is reached between the EU and the UN over UNMIK’s withdrawal from the province." “If no solution is found before June 15 when the Kosovo constitution comes into force, then it is unknown what will happen from a legal point of view,” say the sources. EULEX’s press service in Pristina has announced, meanwhile, that the mission’s chief, Yves de Kermabon, is due to visit Kosovo between May 18 and 21. It has been announced that he will meet with Kosovo leaders and representatives of institutions responsible for public order, says the paper.
